Where do second hand cars in Dubai come from?

Every second hand car on the market is sitting in one of three arrangements.

The first is dealer stock. The dealer bought the car to resell it, so it is on a forecourt, ready to view, and priced to include the margin that put it there. The person selling it to you knows the car from the paperwork and from whatever the previous owner said at purchase.

The second is a private sale. The owner is advertising the car themselves, and everything — messages, viewing, price, transfer — runs between the two of you. The UAE government portal states it plainly: a vehicle may not be driven on the roads unless it is registered, and registration is in the name of the owner.
