How to transfer car ownership in Dubai

In short: To transfer car ownership in Dubai you use the RTA's change of ownership service. It runs on an online sale and purchase agreement signed at an authorised showroom by both parties, valid electronic insurance, a technical inspection unless the car was produced in the three years before registration, every traffic fine cleared, and any finance released by the lender.

You are holding the mulkiya, your vehicle registration card, and a buyer is somewhere in the picture. The question at that point is not whether it is hard to transfer car ownership in Dubai. It is which of these steps land on you, which land on somebody else, and which one is going to hold the whole thing up for a fortnight.

This guide takes them in that order. It covers the RTA process, so it applies whoever you sell to, and it says separately where consignment changes who does the work.

How do you transfer car ownership in Dubai?

The service is called "Apply for Changing a Vehicle Ownership". One application covers the whole change. It takes the car off the seller, registers it officially in the buyer's name, runs the sale and purchase agreement online, and issues an insurance refund certificate for the vehicle you have disposed of.

The agreement is the part that has changed. The RTA states that the traditional Sale and Purchase Agreement will be cancelled completely, and that service centres will no longer accept it. Its online replacement is signed at an authorised showroom, with the seller and the buyer both there and their Emirates IDs verified. It lapses 14 days after issue.

Two rows are yours from the start: the fines and, if there is finance on the car, the mortgage release. Both sit at the front of the sequence, and both are knowable today rather than on the day. The certificate has to still be live when the transfer completes, so a test booked before a buyer exists can end up paid for twice. The 1 per cent is a ceiling the Central Bank of the UAE sets, not a price, and your own bank decides what it charges you.

The RTA's own fee for the ownership change is missing from that table on purpose. We have not sourced it, so we are not printing a number. Confirm it at the centre or on the RTA service page. What commonly stalls a transfer?

Five things, and most of them are avoidable a week in advance.

  1. Outstanding fines. They attach to the car rather than to you, and they have to be paid before registration moves. Finding a stack of them with a buyer beside you is the expensive version.
  2. Finance still registered against the vehicle. The transfer does not move at all until the lender releases the mortgage. Everything before that is unaffected. Selling a car with an outstanding bank loan sets out the order of events.
  3. An inspection certificate that has expired. Thirty days, counted from the test, not from the handshake. What the RTA inspection checks covers the test itself and when it is triggered.
  4. The 14-day lapse on the online agreement. Sign it and then let a fortnight drift past waiting for a bank, and it has to be done again.
  5. Both parties in the same room. The agreement needs the seller and the buyer present at an authorised showroom with Emirates IDs verified. That is two diaries to coordinate, and it is the step people underestimate.

One more, after the fact. If you settled finance to release the car, get written confirmation that the account is closed. Residents have been held at immigration desks over debts they had paid but could not prove.

Who transfers car ownership in a consignment sale?
