What is a mulkiya in Dubai?
In short: The mulkiya is the vehicle registration card for a car registered in Dubai. The chassis number is printed on it, it is the document to bring to the RTA inspection, and the registration it represents is what the annual test renews. When the car sells the card is not handed over like a set of keys: the RTA registers the vehicle under the buyer's name through its change of ownership service.
Everybody in Dubai calls it the mulkiya. The official material calls it the vehicle registration card. Same document, two vocabularies, and it is worth holding both: the word you hear in a workshop is rarely the word printed on the service page you are following.

What is on the mulkiya, and what is it for?
One field does more work than the rest when a car is being sold or tested: the chassis number, also written as the VIN. It is printed on the vehicle registration card, and it is the identifier the whole transaction hangs on. A plate can be changed and a description in words leaves room for argument, while the chassis number pins down that exact vehicle and no other.
That is why it is the field both forms on this site open with. The valuation form on sell your car asks for the chassis number first, then the mileage and your contact details, and the longer form on register your car also starts with it, before the faults, the service history, the equipment and up to ten photos. Neither asks for a plate number, so the card in your glovebox is where you read the number off.
The card has a second job. It is the paperwork you bring to the RTA test: the published documentation list for a vehicle inspection is short, and the vehicle registration card is what is on it. Vehicle identification, meaning the registration plate and the chassis number, is then one of the criteria tested directly rather than checked by eye. The technician is reading the car against the card.
When does the mulkiya have to be renewed?
Renewing the registration is what the periodic vehicle test exists for. The RTA describes it as covering vehicle safety, roadworthiness aspects and exhaust emissions, and the published frequency for private light vehicles runs 3 – 1 – 1 – 1: first test after three years, then annually.
The window matters more than the date. The test can be performed up to six months before the registration expires, and if it is not done in that window it must be performed no later than one month after expiry to avoid penalties. The vehicle also has to be tested in the emirate in which it is registered.
The card turns up at five moments, each governed by a different published rule.

Two figures are deliberately missing from that table: the RTA's own fee for renewing a registration, and its fee for the ownership change. We have not sourced either, so we are not printing a number. Confirm both at the centre or on the RTA service page.
The 30 days on the inspection certificate is the number that catches sellers out. It is not something you bank for the year, so a test taken before there is a buyer can end up paid for twice.
What happens to the mulkiya when you sell the car?
Nothing you do yourself. The card is not a bearer document that transfers value by being handed over. Ownership moves through the RTA's change of ownership service, which takes the car off the seller, registers it officially under the buyer's name, runs the sale and purchase agreement online, and issues an insurance refund certificate for the vehicle you have disposed of. Two things are yours while the car is still registered to you, and both are knowable today rather than on the day. Traffic fines follow the car rather than the driver and have to be settled before the registration moves. And if there is finance on it, ownership does not move until the lender releases its interest, which selling a car with an outstanding bank loan covers in order.
