What the published rules say about a car registered in Abu Dhabi

In Dubai, RTA treats the test required when transferring vehicle ownership as a registration test rather than the annual one, so a change of owner brings its own inspection whatever the calendar says. Fines are the other item worth settling early. The RTA ownership change service requires traffic fines from Dubai and the other emirates to be paid before the registration moves. Fines from the other emirates count too, not just the Dubai ones, and a balance nobody checked is an unpleasant thing to discover on the day.
